With well over thirty years in private practice, Julian has experience in virtually all facets of intellectual property law and practice. Much of his practice is now devoted to appearing in patent litigations as an expert witness on patent law issues.
He has written and prosecuted approximately 1,000 patent applications and has also given several hundred formal legal opinions regarding infringement, validity, and enforceability of patents.
Julian has been lead counsel in many patent infringement trials representing both the patentee as well as the alleged infringer through all phases of litigation. He has drafted and negotiated numerous intellectual property licenses involving royalty rates and lump sum payments for a license under patents.
Prior to law school, Julian worked as a Patent Examiner in the U.S. Patent Office and became a registered Patent Agent in 1961. He was also employed as a Patent Advisor at the U.S. Army Missile Patent Center.
Julian is a permanent member of the Fourth Circuit Judicial Conference.
